SUPPORTING ENERGY SYSTEMS OPTIMIZATION STANDARDS AND IMPLEMENTATION IN CHINA

The Institute for Industrial Productivity is supporting the China National Institute of Standardization (CNIS) in the development of Energy Systems Optimization (ESO) standards, and piloting their implementation in the iron and steel industry.

Energy Systems Optimization

  • While energy efficient components can provide efficiency gains of 2% to 5%, optimizing energy use at the systems level can deliver average efficiency gains of 20% to 30% within a payback period of two years or less.
  • System design and operational practices must be re-evaluated and optimized periodically with changes in equipment and production patterns (UNIDO, 2012)

ESO Standards Development

Currently, as part of the China Government’s “100 Standards” Program, CNIS is developing two national standards for Energy Systems Optimization (ESO), namely Implementation Guideline for Energy System Optimization of Iron and Steel Production Process and Implementation Guideline for Energy System Optimization of Oil Refining Production Process.

In response to CNIS’ request to bring international expertise in the development of ESO standards, IIP has drawn on its global network of experts to join hands with the ESO standard drafting team. In an intensive one-week workshop held in October 2011, in-depth discussions focused on the standard’s structure, terminology, system boundaries, procedures, and monitoring of performance.

Piloting ESO in the Iron and Steel Industry

In order to make the ESO standard for the iron and steel industry more suitable to China’s situation, IIP is working with CNIS and the Central Iron and Steel Institute (CRISI) to pilot the standard in Tang Shan, an iron and steel company. The action plan of the pilot is underway.

ESO Best Practices in the Iron and Steel Industry

As one of the Top Ten Projects for energy conservation during 11th plan period, ESO has played an important role in reducing energy consumption and CO2 emissions in the iron and steel industry. Valuable ESO implementation experience has been accumulating in the steel industry and these practices can provide a practical reference for application in other companies.

To assist in the sharing and dissemination of these practices and further promote ESO, the Institute for Industrial Productivity is currently collecting and summarizing proven practices in this field. IIP is working with CRISI and the Metallurgical Industrial Planning and Research Institute (MPI) to investigate and summarize the ESO best practices of Tangshan steel Blast Furnace system, Baosteel’s blast oxygen furnace (BOF) system, Ma’anshan steel steam system and one selected coal gas system.

IIP-CNIS ESO Advisory Group

To raise awareness of and promote ESO-related energy conservation activities as a long-term strategy in China’s industries, an ESO Advisory Group has been established under the National Technical Committee 459 on Energy System of Standardization of Administration. CNIS and IIP are the main organizers of this group, which aims to share latest ESO research achievements and expertise. IIP’s draws on this expert network for feedback on ongoing ESO projects such as piloting with companies, disseminating best practices, and exploring future developments and collaboration opportunities. Members are from iron and steel companies, institutes, universities, industry associations and NGOs.
