This report begins with an overview of the key challenges to incorporating CHP into ETSs. The report then moves on to asses the lessons learned from international ETS experiences (to date), and then outlines the key ETS design features that could be considered by policymakers. The report then ends by proposing options and recommendations on approaches that can be used to ensure a fair and supportive treatment for CHP.
