Policies for Promoting Industrial Energy Efficiency in Developing Countries and Transition Economies

This paper presents a portfolio of policy options under the organizing structure of the Industrial Standards Framework for industrial energy efficiency policies in developing countries. The Industrial Standards Framework proposes a link between International Organization for Standardization (ISO) 9000/14000 quality and environmental management systems and industrial energy efficiency. The elements of the Industrial Standards Framework comprise an effective industrial policy package that combines energy reduction targets, energy efficiency standards, system optimization training, and documenting for sustainability.
