Chinese Industrial Energy Performance Standards Program
As part of this program, industrial energy performance standards are set and define minimum allowable energy efficiency values for existing plants and newly constructed plants, taking into account different types of raw materials, fuels, and capacities. In addition to the mandatory minimum energy efficiency standards a set of voluntary, more advanced, “reach standards” have been established. Table below shows the minimum allowable energy efficiency values for the cement plants in China.

Monitoring and evaluation under this program will have three phases: self-evaluation, local supervision, and national-level spot checking. At this moment, IIP has limited information regarding the enforcement and sanction dynamics of this programme.
